I have DSL why my switch connect so hard (2HR)and why my upload speed is 12 kb\s instead of 2Mbit\s?

it works fine untill yesterday but now i give a speed test the download is as it shoud be but the upload is only 12 kb\s|||the isp might be on backup systems due to several factors(upgrading, system failure, line failures etc). try asking them what the problem is.
