New DSL Modem supposed to be at 3mbps, but at dial up speed.?

I recently got a new modem because my old one had ethernet problems. So I got a motorola 2210 dsl modem. I can get on the internet but its extremely slow, with my old modem i was testing at 2.5mbps on a speedtest, now with my new modem Im getting 6-45kbps from the same speed test. The internet is slow and it says Im running at dial up speed on the speedtest. Ive called AT%26amp;T tech support many times and it never gets resolved, Im pretty sure its some settings with the new modem that are wrong and causing the issue. But also when I go to device manager, under network adapters, i have 2 devices, and the second one called teredo tunneling pseudo interface, has a yellow warning sign and it says it cant start (code 10)

I was wondering if this could affect the speed. Anyway please help me, I would really appericate it, thanks.|||Terendo is a IPV6 component. Check your network properties, and disable any IPV6 protocols. No one really uses it yet, the internet is still IPV4
