they are totally dependant on so many factors, that NONE of them are viable.
Your best bet would be to contact your ISP and see if they have one set up there (it's in the way the data is routed)
otherwise, your modem/router/whatever you use to authenticate might report it for you.

Of course you have to take into consideration, the time of day, traffic etc. but on the whole, they average out, very well. Try doing your tests, two or three times, at different times,of day, then average them out. It will give you a good idea, of how fast your broadband speed is..here is another one that you can try..
