When my mom upgraded to dsl pro, i saw no difference in download speed?

2-3 months ago Dsl/At%26amp;t called my mom and said if you wanted to upgrade and she said yes , but when i did a speed test its still around 1.30mb/s??? isnt it supposed to be 3.0mb/s?? WHAT THE HELLZ IS GOING ON ??|||Max speed is theoretical. Factors such as old/bad wiring in the house can prevent you from ever seeing those speeds in reality.
